Upgrade to polkadot-stable2412

[4meta5]

• upgrade primitive-types to 0.13 to match version used in sp-core as of stable2412
• upgrade rlp to 0.6 to match version that works with 0.13 in rust-ethereum/ethereum
• point to rust-ethereum/ethereum fork that includes the required upgrade changes
• remove input from all to_big_endian calls; it was removed by primitive-types in 0.13 update
• get Upgrade to polkadot2412 frontier#3 compiling to ensure these changes work
