Complete unit tests

pipapi logic has become more complex, and there are significant unit testing gaps. Specifically:

• A lot of logic happens at the filters level and is not embedded into isolated functions. This logic should be turned into functions and fully unit tested.
• Some endpoints are not unit tested and it is therefore hard to identify potential failure.
