Problem
No contribution scaffolding exists, making it hard for outside reviewers or contributors to engage consistently.

Proposed fix
Add CONTRIBUTING.md (build/test instructions, PR expectations), .github/ISSUE_TEMPLATE/, .github/PULL_REQUEST_TEMPLATE.md, and CODEOWNERS for the contract crates.
