Description

The shortcut for “Split Down” is displayed as Ctrl + Shift + ", which is confusing because " is not a physical key on most keyboards. Users must infer the actual key combination, making the shortcut unclear.

This issue is a DUPLICATE of #23300 with 95% semantic confidence. Both issues describe the exact same bug: the "Split Down" terminal shortcut displaying as Ctrl+Shift+" (double quote) instead of Ctrl+Shift+' (apostrophe/base key). The issues have the same location (terminal split menu), same incorrect character display, same expected behavior (showing base key instead of shifted character), and same confusing user experience. Issue #23300 is the oldest matching issue (similarity: 0.83), making this a clear duplicate per the bounty rules (similarity >= 0.50 requires marking as duplicate of oldest match unless root cause is genuinely different, which it is not).
