Description

In the Process Explorer panel header, the main decorative icon (small circular/branded glyph at the top-left) does not show a tooltip when hovered (or receive an equivalent accessible description surfaced to users). The icon reads as interactive/decorative chrome; without a tooltip, users cannot learn its meaning or purpose at a glance.

Steps to Reproduce

1. Open Process Explorer.
2. Hover the pointer over the main icon in the header.
3. Optionally keyboard-focus the icon if it is focusable.

Expected Behavior

• Hover/focus should show a tooltip (or title / accessible name pattern consistent with the rest of the IDE) explaining what the icon represents.

Actual Behavior

• No tooltip appears on hover/focus for the main icon.

Bug confirmed: The header icon in the Process Explorer panel has no tooltip. The code shows:

</div>

The Icon component is used without a title attribute, and the parent container also lacks any tooltip mechanism. This is a legitimate accessibility issue where the decorative icon provides no accessible description to users.
