not able to select block id's higher than 4095

Minecraft Version the world was last opened in: 1.7.10
Operating System: windows 10
trying to build something for modded minecraft, however the id's of some blocks have such a high id that they loop around, i have tested this in multiple worlds and it is persistent, if there is a setting to change this then that would be good to know, but if it exists i have not been able to find it
