Bump Pester to 6.1 (#475)

## Summary
- pin Pester at 6.1.0
- update tests for Pester 6 mock and empty `-ForEach` behavior

## Verification
- `./build.ps1 -Task Test` (249 passed, 0 failed, 2 skipped)
