Build broken on centos7

As of now, it looks like the build is broken on centos7. I'm guessing the SCOREC library is incompatible with d85d31d. Two points of order then:

1. @seegyoung @jchensw Could you update the SCOREC installations on all actively used machines?
2. We should really complete WIP: Unified Build #46 so we have the unified build. Everything is working there. I've pulled master into that branch and am using that to get a working build with the changes in d85d31d. We just need to update some of the systems I haven't used so never got to, like traverse and perlmutter.

@nferraro may be interested.

Changed this to be centos7, not stellar. It seems to work on stellar but not centos7
