Description
The algedonic protocol doesn't specify what happens when multiple agents emit signals simultaneously (e.g., two agents both emit HALT at the same time).
Questions to Address
- How are concurrent HALT signals aggregated?
- Which signal takes precedence if categories differ?
- How does the orchestrator present multiple signals to the user?
- Should signals be queued or batched?
