[Feature] Improve reporting on namespace fee.

During last week's workshop, lots of folks were unsure how to lower the fees, even after seeing the cost table printed. For any scenario where we print the table, we should print a warning along the lines of "NOTE: you can reduce the namespace cost by using at least 10 characters for your program name".
