Test minimum versions of dependencies using julia-downgrade-compat Action

In the Qiskit addons, we test against the minimum version of each dependency using https://github.com/IBM/extremal-python-dependencies.

In the Julia ecosystem, it looks like the same thing can be done using https://github.com/julia-actions/julia-downgrade-compat.
