The optional-services.conf in webserver can be made to be adapted to the value of the ENABLE_OPTIONAL_SERVICES in .env file. This will be similar to how we select the nginx SSL and no SSL conf. So we will have two optional-services config files, and the install script will copy the appropriate one according to the property.
