Create Cookie Policy page for ExpenseFlow project #417

Description:
The ExpenseFlow project currently does not have a dedicated Cookie Policy page. A Cookie Policy page should be created to inform users about the use of cookies and related tracking technologies.
I have checked the existing issues and no similar issue has been reported previously.
Expected Behavior:
A new Cookie Policy page is available and accessible from the application (e.g., footer or settings)
The page clearly explains:
What cookies are used
Purpose of each cookie (essential, analytics, etc.)
How users can manage or disable cookies
Suggested Implementation:
Create a new route/page for the Cookie Policy
Add appropriate content aligned with privacy and compliance best practices
Link the page from the footer or relevant section
Additional Context:
Having a Cookie Policy page improves transparency and helps with compliance requirements.
