Update RAVE documentation now we have QGIS

High level goals:

• All versions of RAVE will use a single documentation web site (rave.riverscapes.xyz)
• The repo in which the documentation is served can change over time.
• Use the existing ArcRAVE repo for now.

The tasks are:

• Enhance symbology and business logic documentation to accommodate all three versions of RAVE #140
• Update documentation based on the fact business logic and symbology are now in dedicated XML repo. #141
• Document specific QRAVE features #142
• Installation instructions for QRAVE #143
• Complete Project Views Documentation for all three flavors of RAVE #145
• Update Open-Project for all three flavors of RAVE #146
• Update Getting-Started or all three flavors of RAVE #147

I have assigned this issue to myself to get the ball rolling but will assign subtasks as appropriate.

@philipbaileynar I took a stab at getting this going a bit (you're too busy and the @Riverscapes/riverscape-project-curators should be pitching in on this. I broke out the tasks you had into their own issues and started assigning different folks to work on them.
