Ticket #1083 will make NHDPlus 1:100k data available in every RSContext project, as well as a COMID of the most downstream reach in each HUC.

Task

Call the StreamCAT API using the downstream HUC and retrieve relevant watershed level values and store them in the RSContext metrics.json file.
