set target does not work anymore once logout and login again

I have 2 targets as below:

There was no problem to switch between them, until I did a cf logout and cf login

If I switch to other target and switch back to lcap-int-dev. in the UI it shows as Active Target,
but when I try to expend the application list, it gives error Login required:

there is no way for me to active the lcap-int-dev target any more.
I have tried "cf login" again, but once I switch to other target and then switch back to lcap-int-dev, it says I'm not login

I find this issue could also happen when the refresh token is expired.
