[EPIC] xp-clifford tutorial: Kubernetes resource exporter

Create a tutorial documentation and implementation for an xp-clifford-based CLI tool that can export Kubernetes resources. The resulting CLI shall be similar to the existing kubectl, but read-only and with a better user experience.
