TASK: CMC_25: Assign requests to employees (use case #74)

## Feature description
- A condo management company needs to be able to assign employees to specific condo owner/renter requests
- Frontend: a form that associates employees to service requests
- Backend: make the proper queries to update the state of employees to specific requests
- Database: make a link between employees and service requests
