Add password reset option for users who have provided a verified email address

Precondition in order to reset password: the user must have a validated email address.

If the email address is associated with > 1 account (and validated by each of those accounts), send one email giving a link for resetting each of the accounts for which the email has been validated.

If the user does not meet the precondition, then provide option to email the system account and deal with them on a case-by-case basis.
