Add @devcontainers/cli to the dev container. Not including it in package.json will make the environment lighter (faster yarn commands).

The project is currently using @vscode/dev-container-cli to build the dev container during the execution of the workflow build-devcontainer-image.yml. This CLI is now deprecated.

This CLI is deprecated. Please update to the replacement at https://www.npmjs.com/package/@devcontainers/cli.
