drop support for versions before 1.10

SciMLBase is 1.10 and up now, so there isn't much point to trying to keep support for earlier versions. The Project.toml should get updated to reflect this (perhaps as of the next release once Catalyst 14 compatibility is working)?

Would it be best to remove support from the Project.toml file or to just keep it? At the moment it seems to be working...

I’d just drop it since none of those packages are guaranteed or tested to work on earlier versions at this point.

It seems like SciMLBase is not an explicit dependency, and Catalyst 13 (via MTK) requires v2 anyway
