Retiring old discussions

It seems it isn't possible to 'close' a Discussion -- only delete it.
Which does not retain the old contributions for reference, e.g. as we would do on an Issue.

Propose

re-categorise as "Archived"

Created new "Archived" category

I've already done this with some existing ones :

• Rename master to main? #4186
• v3.0.x #4071
• v3.1.x #4072

I have also put a note in the head of each one, like this ....

was category = Releases 🚩

Which also records what category it used to belong to.
