Fallout from #6239.

  1. Do we need STASH attributes encoded as an object?
  2. Should we encode them as a string?
  3. Can we rationalise this across GRIB_PARAM as well?

I think when Iris first appeared a lot of scientists were confused/surprised that the stash code wasn't just an int, as used in the pp-header.
