Digit Display circuit

I dont know if the digit display's chip design (the 7 segment display with only 4 inputs) was just for the video but if not, i am having problems with that, i have build the digit display thing and everytime i try to place it it just shows a chip with inputs and no outputs, did i do something wrong or is this just not in the build?
