Monarch client: make it easier to reliably switch between unicorn/pegasus for remote server

In the setup.xml file, there are many URLs for different components.

WARNING: Maps is only running on pegasus since it is huge, so that CANNOT be switched to unicorn

Other URLS can be switched between the two depending on demo requirements.

TASK: in setup.xml, make two independent blocks for unicorn and pegasus, so that we can simply switch between them without problems. Suggest putting "common" items once at the top, and separate blocks only for the URLs that need to change between the two mechanisms.
