Support for Qualcomm QNN on Snapdragon

Qualcomm has highly optimized SD models for their QNN framework that target Snapdragon hardware. These models on target hardware utilize the NPU and far exceed the performance of other local diffusion methods.

Is it feasible to implement support for these models in SDAI?

To sum up, here are the main concerns against using Qualcomm SDK:

• SDK is closed source, so can't be included in FOSS build;
• To use the SDK they require too much developer personal information;
• They mention potential restricion regarding "Ukraine or other embargoed country".
