Payment Customizations are running for draft orders

Hey everyone, we have noticed an interesting behavior and we're not sure if it's related to the recent widespread adoption of the on-page checkout. It seems that payment and delivery customizations now apply even to draft orders, despite the previous limitation. Do you consider this to be the desired behavior? We have tested it with both the one-page checkout and the old three-step checkout, and in both cases, the customization functions are now functioning.

We are using 2023-07 api version.
