Ability to do backup/restore of users/dashboards/alerts #6110

Is your feature request related to a problem?

If an upgrade fails, or if you need to move between different clusters, a backup/restore feature in the UI would be nice.
Saves a lot of time instead of recreating everything, especially in large environments.

Describe the solution you'd like

A simple backup/restore feature (or export/import) that includes users, dashboards, alerts and notification channels.
Nothing fancy, maybe just a "click here" to download a bundle. (password protected would be a bonus)
Same goes with a restore/import feature, Upload a file, pass a password and restore/import is done.

Describe alternatives you've considered

We have velero in the cluster, so one way is to do backups of the PVC's

If we were to do this without a UI, I think we only need to take an SQL dump of the clickhouse-setup/data/signoz.db right?

I would think it would be a much easier to do a backup if it supported an external DB such as Postgres as suggested in #941
