Effectively communicate when counter metric has frequent restart and recommend delta with docs

When someone integrates with OpenTelemetry in an environment where restarts are frequent and expected, the metrics will have frequent resets which could give results that may not be fully accurate. In such cases, the best thing from the user's end to do is send delta metrics.
