[Bug report] Refresh-on-focus-change always enabled

It seems that "refresh on focus change" is always enabled, even though I have the setting switched off. This results in a flicker with any focus change and also makes it hard to interact with the virtual content (in my case, consisting of embedded Bases). In addition to a flicker, there is a delay, and the page position changes (because I also use callouts).
