Support for using PIV cards in encryption/decryption

This would involve the rewriting of several functions that involve encryption or decryption.

This is needed because PIV card encryption/decryption requires a the use of a different shell command than the GnuPG software.

We would need to modify the config file readin/writing and have the code switch to the appropriate command for crypto operations
