Pasting transcription doesn't work for non-US layouts

I found a bug related to OSW's paste behaviour for transcribed text.

Steps to repro:

1. set MacOS keyboard layout to Dvorak (System Settings > Keyboard > Text Input > ...)
2. open any text document (ie. blank Notes.app)
3. Invoke Keyboard shortcut to begin transcription
4. say a word or two
5. complete transcription
6. !BUG! Paste Behavior is not correct. In the case above (dvorak + Notes.app) I am prompted to Insert a link (a shortcut that lives at cmd+k)

I suspect there is a more portable way to invoke "paste this text" that doesn't depend on a keyboard shortcut.
