[devkit/cli-v2] Add version subcommand with build info

Usage: devkit version or devkit --version

Implemented in PR #423. Added devkit version subcommand with BuildInfo struct capturing git SHA, build timestamp, rustc version, and target triple at compile time via build.rs. Supports --json for machine-readable output and --check <version> for semver comparison. See packages/devkit/src/cli/version.rs and packages/devkit/build.rs.
