[devkit/cli-v2] Add piped input support to validate and inspect subcommands

Allow fee data to be piped via stdin instead of a file.

Usage: cat fees.csv | devkit validate --format csv

Implemented in PR #423. Added InputSource enum (File | Stdin) to cli/mod.rs with load_csv() and load_json() helpers. Both validate and inspect subcommands now accept --file <path> or read from piped stdin when no file is given. New src/utilities/csv_reader.rs and src/utilities/json_reader.rs provide the underlying I/O. Usage: cat fees.csv | devkit validate --format csv
