Waiting for Database... #2
Description
Blockscout and the DB are in a race during startup.
Blockscout should wait for the DB to be available.
currently it just sleeps 5 seconds, what should work on most machines - but could be done better:
echo "waiting 5 seconds for DB..."
sleep 5
