Use LCO redirect capability for separate Soar/LCO/Blanco buttons.

With the POC approved, it's time to get the new capability deployed to Prod.

I think what we want for now, is separate buttons for

• SOAR,
• LCO,
• Blanco

that pre-load those facilities into the observation portal form if possible.

This will require observing portal/OCS issues to be made as needed.
