Empyreans don't have increased health

not sure what is going wrong with empyreans since there's no errors when one spawns, but for some reason empyreans have way too little health compared to what they should have, seeming like they have the health of a non-elite enemy yet having about the same amount of health between different enemies. this isn't a visual glitch either, they actually have this little health

starting to think this may be related to the il hook for empyreans because they have more shield than they're supposed to (50% instead of 10%), though the il hook gets applied with no errors even with pretty much no other mods installed.
