A placeholder for the work that @kpsrikanthibm is doing to setup a cluster environment for our needs. It will most likely evolve into or be replaced by the planned App Lab that FA3 is going to build.

We had a quick discussion with @kpsrikanthibm about this.

He already has experience (and hopefully automation) installing OpenShift and very little experience of installing Ray. So it probably makes sense to install Openshift with KubeRay, which will allow to easily install and run any amount of Ray cluster.

As for resource utilization, we can do OpenShift autoscaling so that if nothing is running it is just Master running

@kpsrikanthibm, any thoughts?
