`integration`: python bindings via `PyO3`

To encourage better integration into existing ML ecosystems (namely on python), it would be a major improvement to create python bindings for `koho` using `PyO3`. I don't quite entirely know what is needed for this so it will require some digging before happening, but this seems necessary for any form of adoption within the TDL community.
