Is there a way to disable shift+wheel horizontal scroll feature?

I play FINAL FANTASY XIV and the game allows me to map certain features to shift+wheel up/down actions.
Mouser prevents this from working, probably because it intercepts the action for horizontal scroll. I looked everywhere in Mouser to turn off the horizontal scrool by shift+wheel up/down but didn't have luck. Can you make a toggle switch to turn the feature on or off? Thank you very much.
