Add flag for 'fill watershed holes'

By default watersheds we create based on 'accumulating' NHDPlus catchments will sometimes have holes representing catchments with internal surface water drainage, where the catchment does not participate in from-to connections within the watershed. We can add a flag to produce watersheds where we fill those holes for certain purposes / applications.
