new plugin directory in Rails 4+

Not really a Issue. Just wanna to report and confirm it worked on Rails 4.2 and using Redmine 3.0.1.

All I had to do is move the plugin folder from "/vendor/plugins" to "/plugins" folder.

I think its worth mentioning it on the install instruction.
