A refund bug about in-game purchase

Whenever you try to refund any CS2 items, you will be incorrectly told:

[TIME] - Prime Status Upgrade (gift) - [PRICE]
This purchase contains consumable content that cannot be refunded.

In adition, this bug happens on all Steam games include in-game purchase.
When you try to get a refund for an in-game purchase,
Steam will incorrectly say "the game itself is not refundable".
