I've not updated the .csproj to Godot 4.4.x yet, but it should work if you have it in a project. Just make sure to place the dll for ffmpeg next to/in the project.
Edit#1:
run this before you play any videos,

DynamicallyLoadedBindings.LibrariesPath = dir;
DynamicallyLoadedBindings.Initialize();

where dir is a string to the folder containing the dll

I forgot to mention, use ffmpeg branch 6.1. If that doesn't work try 7.1.
ffmpeg-n6.1-latest-win64-lgpl-shared-6.1.zip is the build that should work from https://github.com/BtbN/FFmpeg-Builds/releases
