Save cookie acceptance to cookie and DB #372

Read back about the specifications of the cookie law:

Once the user accepts the cookie, save that information in the database (so logged in people will not see the popup) and on the browser (so not logged in people will not see the popup).
Kathy and the RHTG mentioned that it is quite annoying to always accept the cookies when you revisit the RH.
I know that we decided back then that we should handle it that way because of some legal aspects.
Can we change it so you only have to accept them once?
