Description

Requests to mimo-v2.5-pro via the EU endpoint (token-plan-ams.xiaomimimo.com/anthropic) are intermittently rejected
with:

API Error: 451 451 Unavailable For Legal Reasons

In the debug logs I see this:

  Access denied due to cross-border isolation policy.
  Please ask the service owner to enable "Allow Cross-border Access" in MiFE.

This only affects the pro model — mimo-v2.5-flash and other models on the same endpoint work without issues.

  • Client: Claude Code (Anthropic CLI)
  • Region: EU

  1. Is cross-border access intentionally restricted for the pro model on the EU endpoint?
  2. Is there a recommended retry strategy or alternative endpoint for EU users?
  3. Will this be resolved, or is the pro model only supported from certain regions?
