TST: add zenodo-get coverage

Describe the bug
The error catch for a bad zenodo record could be added to unit tests and increase coverage.

To Reproduce
Steps to reproduce the behavior:

1. Go to Lines 144-145 on dmsp_ssj_files.py
2. This line isn't triggered

Expected behavior
Cover all errors that can be reliably triggered during CI
