Some reviewers may also be developers publishing to Accrescent. Currently it is possible for a draft to be assigned for review to the user who submitted it if the user is also a reviewer. Ideally this shouldn't be possible since it occasionally allows reviewers to bypass the review system. This isn't a high priority to implement until we start taking on more reviewers, but it shouldn't be hard to do.
