This is somewhat similar to #2241, inapplicable example 1 is arguable

While the applicability is clear and excludes implicit roles, tool rules are not limited to ACT rules; they cover a wide range of scenarios. In this case, Chrome computes the example as an image, while Firefox treats it as a graphics-document, both without an accessible name. Since assistive technologies interpret the example as an image without alternative text, we shouldn’t restrict tools from flagging this as an issue.

We should either remove the example or broaden the applicability.
