aio app undeploy should remove the build cache

Describe the bug
If you do an aio app undeploy, then trying to deploy again, it won't actually deploy since nothing has changed (build is cached).

To Reproduce
Steps to reproduce the behavior:

1. aio app deploy
2. aio app undeploy
3. aio app deploy
4. Note that nothing is deployed again

Expected behavior
You can always deploy after an aio app undeploy without using the --force-deploy flag.
aio app undeploy removes the build cache.

Actual behavior
You can only deploy after an aio app undeploy by using the --force-deploy flag.
aio app undeploy does not remove the build cache.

Workaround
use the --force-deploy flag if deploying after an aio app undeploy.
